Putin urges acceleration of South Stream (AP)

MOSCOW ? Prime Minister Vladimir Putin on Friday instructed gas giant Gazprom to speed up the construction of a gas pipeline under the Black Sea in an apparent attempt to put pressure on Ukraine, the current chief export route for Russia.

The South Stream project, co-owned by Gazprom, France's EdF, Italy's Eni and Germany's Wintershall, is meant to ship Russian natural gas to southern and eastern Europe.

The pipeline, which is expected to start operating in 2015, would ship up to 63 billion cubic meters (2 trillion cubic feet) of gas annually to Bulgaria, Serbia, Hungary, Slovenia, Austria and Italy in one leg and Croatia, Macedonia, Greece and Turkey in a second. This week, Moscow secured a key approval from Turkey to go ahead with the construction.

The 15 billion-euro South Stream is rivaling the European Union-backed Nabucco pipeline that's slated to ship gas from the Caspian region to Austria.

Putin told Gazprom CEO Alexei Miller in televised comments that "it would be advisable" to start building the pipeline at the end of next year, not in 2013.

The move is likely to put pressure on Ukraine, currently Russia's chief gas export route.

Miller also said that the $20 billion Ukraine is seeking for the pipeline is too high because it will require 2 to 8 billion euros ($2.5-10 billion).

Continuous disagreement between Moscow and Kiev, which has led to two gas wars, largely stems from Moscow striving to control, or at least manage, the export pipeline crossing Ukraine. Kiev in return is seeking lower gas prices.

Ukraine is currently paying about $400 per 1,000 cubic meters of gas, but wants to pay $250. The talks have so far failed to produce a deal and a new round is set for mid-January.

A price discount for Ukraine could amount to $9 billion for an annual shipment, Miller said Friday.

Although his order regarding South Stream seems to be aimed to push pressure on Ukraine at the upcoming gas talks, Putin still added that it expects Ukraine to remain an important gas route for Russia.

Ukraine's prime minister Mykola Azarov on Thursday threatened that his government may take Gazprom to court if Moscow doesn't agree to a lower price at the talks. It was not immediately clear, however, what could make the legal grounds of that lawsuit.

Sports: Toros Celebrate the Holidays With Wins

It's been a festive week for our favorite guys, the Austin Toros. Needing one win to get back on track for the "Win 2, Lose 1" strategy that I've coined, the Toros did us one better, they won both games this week! Recaps are down below, but first, some more thoughts on the Toros of yesterday.





I've been trying to figure out just the right way to embrace our ball club now that Lance Thomas is gone. He's still across the pond in New Orleans, where he'll likely find himself a roster spot and a big pay raise from his Toros days. I've had some time now, and I'm come to accept this as reality. And my sadness has turned a 180. I'm ecstatic for Lance. He's in the NBA now! It's a dream come true for him, and for Lance Thomas fans everywhere. We might not get to see him dominate the basketball court at the Cedar Park Center anymore, and it's probably true that he's not ready to have a huge role for the NBA-owned Hornets, but we'll continue to monitor the situation, and if all goes according to plan, in a few years we'll all remember Lance's Toros days as he checks into the NBA All-Star game, wherever it be held.

In Toros news, we got our flashy playmaker, Justin Dentmon, back on the squad after he was waived by Lance's Hornets. "Slambuki Luke" Zeller was subsequently cut by the Spurs, a move that left San Antonio with just 13 players on the roster. Zeller's dynamic shooting abilities for a center, stretching the floor all the way out to 3-point distance, wasn't quite good enough for the defensive brain of Gregg Popovich, as Slambuki Luke's defense and rebounding are still lacking to make it on Popovich's bench. Zeller is likely to find his way back to the Toros, but at the moment he's weighing his options. That leaves Lance Thomas and Carldell "Squeaky" Johnson as the two Toros who have landed real roster spots in The Show, both landing with the New Orleans Hornets. It's a bittersweet moment, obviously, and we'll never forget how we enjoyed watching Johnson motor up and down the court in Austin. We'll reminisce with our pals at the corner store about the good old days, when NBA third-string point guard Carldell Johnson was our little engine that could.

The first of two recent games, the December 18 home victory against the bumbling, stumbling goofballs, the Texas Legends, brought an expected W to Austin's record. Texas came into the game at 1-7, and Austin needed the victory to establish themselves back at the 66% winning percentage (win 2, lose 1) that we at the Chronicle have outlined as a realistic goal for the team. And as figured by most, the Toros beat down the Legends 116-99. With the new starting lineup finding some insane chemistry over a very short period of time, Austin really looked like a tight-knit crew against Texas, but we need to take this with a grain of oats, what with the Legends being so dang lousy.

Omar Reed led the team in scoring efficiency for the third straight game, scoring 19 points on eight of 11 shooting. Reed, a savvy young player, is knocking on the starting lineup's door, and Head Coach Brad Jones has been impressed with his new players' abilities on offense. The Toros shot 85% from the free-throw line, and they forced 22 turnovers in beating the Legends with ease. They lead by 20 at halftime, and the general consensus at intermission was "game over." Toros 6-3 after the victory.

With plenty of practice time in between the December 18 victory and their next game, a roadie against the Fort Wayne Mad Ants, Austin was able to fine-tune their defensive game plan. After giving up an average of nearly 115 points per game in their previous four contests, the Toros were looking to prevent a second straight team from reaching the century mark in consecutive games, something they haven't done since the first two games of the season (probably thanks to Lance Thomas).

In the December 23 game against Fort Wayne, Austin welcomed back their star guard, Justin Dentmon, who had been waived by the New Orleans Hornets. Dentmon reclaimed his starting position, forcing Stefan Welsh back to the second unit, but in his first game back in a Toros uniform, Dentmon had trouble finding his shooting touch. He made just three of 13 field-goal attempts, but was dynamite from the charity stripe, knocking down all 12 attempts. With Dentmon returning, Omar Reed's hot streak ended, as he had just 5 points in 19 minutes, but the Toros focused their recent practice time on defense, and the effort showed as such. They held the Mad Ants to 41.4% shooting, including just 21.7% from downtown. A balanced offensive attack proved super, with the Austin starting five all scoring in double figures. Terrance Woodbury and Eric Dawson made up for Dentmon's poor shooting, shooting a combined 16 for 25 for 37 points. It was a noble team effort, and one that we should remember as the Toros beat the Mad Ants 110-98. Toros 7-3!

And with that 7-3 record comes exciting news! Going into Christmas Eve, your Austin Toros are in first place in the Western Conference! Not only that, their 7-3 record is the best in the entire D-League! The vibe all around Austin is Toros championship possibilities and how gosh darn good they look. Christmas tidings have never smelled so rosy.

The Week Ahead:
After a well deserved four-day break for the holidays, Austin is back in action with a back-to-back double home game bill against the Springfield Armor (who have one of the worst names in the D-League) on December 29 and 30. Springfield currently holds an impressive 7-5 record. The Toros need to protect home court, and even though it's always a daunting task to win a double-header like this, Austin needs to show dominance. Dentmon will have a full week of practice back with the club, and all gut feelings point to Austin winning.

The two games versus Springfield kick off a four-game homestand. Anyone able to attend all four games would be a fool not to. I'll be there, whispering magic spells to myself, trying to help the home team any way possible. Hopefully the ushers won't stop me from bringing some eye of newt into the arena. In pursuit, GOP contenders rumble through Iowa (AP)

DES MOINES, Iowa ? Republican presidential candidate Mitt Romney carried himself Tuesday like a man with the party nomination in hand, even before the first votes have been cast, while a newly unearthed memo showed chief rival Newt Gingrich once offered glowing praise for what Romney did for health care in Massachusetts as governor.

Romney spent the first part of the day in New Hampshire while most of his GOP rivals rumbled through Iowa's small towns by bus in a final, frenzied dash of retail politicking before the Iowa caucuses in exactly one week.

"I'm not exactly sure how all this is going to work, but I think I'm going to get the nomination if we do our job right," Romney said inside a packed dining room at the Coach Stop restaurant in Londonderry, N.H.

Ignoring his GOP rivals, the former governor targeted President Barack Obama instead, accusing him of trying to turn the U.S. into an "entitlement nation."

Romney also signaled another line of attack against the Democrat in which he would ask voters, "Do you think you're better off than you were four years ago?"

"We know the answer to that one," Romney said with a smile.

Meanwhile, a 2006 memo by Gingrich showed that he once praised the health care law Romney put in place in Massachusetts as governor. Romney's rivals, including Gingrich, have tried to tar him for enacting the series of health care changes.

Gingrich called the law "the most exciting development of the past few weeks" and one with "tremendous potential to effect major change in the American health system."

The memo from Gingrich's Atlanta-based Center for Health Transformation came to light Tuesday, first reported by The Wall Street Journal, as Gingrich followed the lead of two of his rivals and hopped on a bus for a 22-stop tour of Iowa.

Texas Gov. Rick Perry and Minnesota Rep. Michele Bachmann resumed bus tours they had halted because of Christmas.

Romney was headed to Iowa later Tuesday to deliver a speech and then begin a campaign bus trip of his own.

Gingrich's memo noted shortcomings in the law but he went on to note that "we agree entirely with Gov. Romney and Massachusetts legislators that our goal should be 100 percent insurance coverage for all Americans."

Gingrich and others have argued that the Massachusetts law undercuts Romney's conservative credentials. Gingrich also has faced questions about his past support for an individual health care mandate, which conservatives hate.

Gingrich spokesman R.C. Hammond said the memo was "old news that has been covered already."

"Newt previously supported a mandate for health insurance and changed his mind after seeing its effects," Hammond said. "The real question is why `Mitt the Massachusetts Moderate' won't admit that health insurance mandates don't work."

In the final week of campaigning in Iowa, Bachmann, Perry and Gingrich all were trolling for support handshake by handshake and hoping to create something of a roadblock for Romney, who is looking stronger than expected in the state.

There will be speeches, meet-and-greets, stops at diners and pizza parlors, town hall-style events and a final advertising push that some observers expect will be nasty.

The campaigns are also trying to gauge the level of enthusiasm for Rep. Ron Paul of Texas, who was returning to Iowa on Wednesday.

Recent polls suggest the libertarian favorite, who has a strong operation here, has pulled even or even ahead of Romney ? and drawing scrutiny.

"There's really three primaries going on here," former Sen. Rick Santorum of Pennsylvania told reporters Monday in Adel, where he went hunting for pheasant and quail. "There's the libertarian primary, which Ron Paul is going to win. Then you've got the moderate primary, which Gingrich and Romney are scrumming for. And you've got three folks who are running as strong conservatives."

He included himself, Bachmann and Perry in that conservative camp.

Former Utah Gov. Jon Huntsman signaled early on that he would not compete in Iowa, choosing instead to try to make his stand in New Hampshire.

Bachmann is on a mission to visit each of Iowa's 99 counties, an ambitious pace that left her darting into diners and gas stations for quick visits. She was resuming her tour Tuesday and was set to have visited another 10 counties by nightfall.

Perry planned four stops Tuesday. Gingrich scheduled three.

Many of those expected to participate in the caucuses remain undecided, according to the polls, and most of the contenders have seen their fortunes rise quickly and then fall. Romney and Santorum have remained relatively steady, with Romney solidly near the top and Santorum consistently struggling to build support.

Yet Santorum alone has achieved the feat of visiting all 99 counties. With more than 350 campaign events behind him this year, he is hoping the early groundwork ? and a possible late surge ? help him beat expectations.

He was beginning Tuesday in Iowa's deeply conservative far northwest corner.

Apple Italia has been fined a total of 900,000 euros for failing to inform its customers that products purchased were already covered by two years of free assistance under national law. It appears that Apple employees encouraged the extra purchase of its own AppleCare plans. With the European court's continued investigation of possible e-book price-fixing and ongoing legal jousting with Samsung unlikely to end any time soon, it looks like Apple will be busy in the courts next year too.

Sears to close 100 to 120 Kmart, Sears stores

Sears Holdings Corp. plans to close between 100 and 120 Sears and Kmart stores after poor sales during the holidays, the most crucial time of year for retailers.

The closings are the latest and most visible in a long series of moves to try to fix a retailer that has struggled with falling sales and shabby stores.

In an internal memo Tuesday to employees, CEO and President Lou D'Ambrosio said that the retailer had not "generated the results we were seeking during the holiday."

Sears Holdings Corp. said it has yet to determine which stores will close but said it will post on http://www.searsmedia.com when a final list is compiled. Sears would not discuss how many, if any, jobs would be cut.

The company has more than 4,000 stores in the U.S. and Canada. Its stock fell $7.88, or 17 percent, to $37.97 in premarket trading.

The company's revenue at stores open at least a year fell 5.2 percent to date for the quarter at both Sears and Kmart, the company said Tuesday. That includes the critical holiday shopping period.

Sears Holdings said the declining sales, ongoing pressure on profit margins and rising expenses pulled its adjusted earnings lower. The company predicts fourth-quarter adjusted earnings will be less than half the $933 million it reporter for the same quarter last year.

Sears Holdings also anticipates a non-cash charge of $1.6 billion to $1.8 billion in the quarter to write off the value of carried-over tax deductions it now doesn't expect to be profitable enough to use.

Sears said it will no longer prop up "marginally performing" stores in hopes of improving their performance and will now concentrate on cash-generating stores.

"These actions will better enable us to focus our investments on serving our customers," D'Ambrosio said.

The weaker-than-expected performance reflect what analysts say is a deteriorating outlook for the retailer.

The results point to "deepening problems at this struggling chain and renewed worries about Sears survivability," said Gary Balter, an analyst at Credit Suisse. "The extent of the weakness may be larger than expected but the reasons behind it are not. It begins and some would argue ends with Sears' reluctance to invest in stores and service."

The company has seen rival department stores like Macy's Inc. and discounters like Target Corp. continue to steal customers. It's also contending with a stronger Wal-Mart Stores Inc., the world's largest retailer, which has hammered hard its low-price message and brought back services like layaway, which allows financially stressed shoppers to finance their holiday purchases by paying a little at a time.

The tough economy hasn't helped, either. Middle-income shoppers, the company's core customers, have seen their wages fail to keep up with higher costs for household basics like food.

But the big problem, analysts say, is Sears hasn't invested in remodeling, leaving its stores uninviting.

"There's no reason to go to Sears," said New York-based independent retail analyst Brian Sozzi, "It offers a depressing shopping experience and uncompetitive prices."

Sears Holdings Corp., based in Hoffman Estates, Ill., said that the store closings will generate $140 to $170 million in cash from inventory sales. The retailer expects the sale or sublease of real estate holdings to add more cash.

Sears Holdings appeared to stumble early in the holiday season, as it opened its Sears, Roebuck and Co. stores at 4 a.m. on Black Friday, the day after Thanksgiving. Rivals including Best Buy Co., Wal-Mart Stores Inc. and Toys R Us opened as early as Thanksgiving night. Sears stores had opened on Thanksgiving Day in 2010. Kmart has been opening on Thanksgiving for years.

A hint that trouble might be brewing came in mid-December when Sears Holdings unexpectedly announced that 260 of its Sears, Roebuck and Co. locations would stay open until midnight through Dec. 23.

Kmart's 4.4 percent decline in revenue at stores open at least a year was blamed on diminished layaways and a drop in clothing and consumer electronics sales. Part of Kmart's layaway softness likely stemmed from competitive pressure. Wal-Mart had said that its holiday layaway business had been popular. Toys R Us expanded its layaway services to include more items. Kmart's grocery sales climbed during the period.

Sears cited lackluster consumer electronics and home appliance sales for its 6 percent dropoff. Sears' clothing sales were flat. Sales of Lands' End products at Sears stores rose in the mid-single digits.

Sears Holdings said it also plans to lower its fixed costs by $100 million to $200 million and trim its 2012 peak domestic inventory by $300 million from 2011's $10.2 billion at the third quarter's end.

D'Ambrosio acknowledged in his internal memo that criticism over Sears Holdings' performance was likely to come, but that the company was prepared for the days ahead.

"We will bounce back and become stronger than ever," he said.

The release of the iPhone 4S in October ground the iPhone rumour mills to a halt. But just as quickly as those rumours died, "iTV" rumours sprouted up and grew like a magic beanstalk.

Spurred by Walter Isaacson's biography of Steve Jobs?in which Walter quotes the late Apple visionary as saying he's "finally cracked" the key to making a great television?everyone and their dog has been speculating on the idea. Just a few months ago, it was a matter of "if." Now it has decidedly become a matter of "when," despite no official announcements from Apple.

The DigiTimes reports that Apple suppliers plan to start preparing materials for an iTV in the first quarter of 2012, citing "industry sources." With that in mind, the report suggests a summer launch. Sharp is expected to make the displays while Samsung is anticipated to produce the chips. It is believed that Apple will only a launch a couple of sizes initially, most likely in the 32- to 32-inch range.

But others say that instead of an iTV, Apple will continue to improve its Apple TV set-top box, possibly even making it free or at least a loss-leader in order to gain marketshare. It would reclaim lost revenue through its content sales and rentals, akin to the PlayStation 3's business model.

Exclusive: Afghanistan sets ground rules for Taliban (Reuters)

KABUL (Reuters) ? Afghanistan will accept a Taliban liaison office in Qatar to start peace talks but no foreign power can get involved in the process without its consent, the government's peace council said, as efforts gather pace to find a solution to the decade-long war.

Afghanistan's High Peace Council, in a note to foreign missions, has set out ground rules for engaging the Taliban after Kabul grew concerned that the United States and Qatar, helped by Germany, had secretly agreed with the Taliban to open an office in the Qatari capital, Doha.

U.S. officials have held about half a dozen meetings with their insurgent contacts, mostly in Germany and Doha with representatives of Mullah Omar, leader of the Taliban's Quetta Shura, this year to prepare the way for face-to-face talks between the group and the Afghan government.

A representative office for the group is considered the starting point for such talks and Doha has in the past served as a meeting ground for initial contacts.

But the Afghan peace commission which has suffered a series of setbacks including the assassination of its head in September said that negotiations with the Taliban could only begin after they stopped violence against civilians, cut ties to al Qaeda, and accepted the Afghan constitution which guarantees civil rights and liberties, including rights for women.

The council, according to a copy of the 11-point note made available to Reuters, also said any peace process with the Taliban would have to have the support of Pakistan since members of the insurgent group were based there.

"The Islamic Republic of Afghanistan is in agreement regarding the opening of an office for the armed opposition, but only to move forward the peace process and conduct negotiations," the council said.

The government would prefer such an office in either Saudi Arabia or Turkey, both of which it is close to, but was not averse to Doha as long as the authority of the Afghan state was not eroded and the office was only established for talks, officials said.

"We are saying Saudi or Turkey are preferable, we are not saying it has to be there only. The only condition is it should be in an Islamic country," said a government official.

President Hamid Karzai's administration recalled its ambassador from Doha last week, apparently angry that it had been kept in the dark about the latest round of contacts with the insurgent group.

Officials said Kabul was also deeply concerned about reports that the United States was considering the transfer of a small number of Afghan prisoners from Guantanamo Bay military prison to Doha as a prelude to the talks.

"We are a sovereign country, we have laws. How can you transfer our prisoners from one country to another. Already it's a violation to have them in Guantanamo Bay," the official said.

The Afghan government wanted the prisoners to be returned to its custody, the official said.

Reuters reported this month that the United States was considering the transfer of an unspecified number of Taliban prisoners from Guantanamo Bay into Afghan government custody as part of accelerating, high-stakes diplomacy.

"We have no problem with this. In fact we have been demanding this for a while. These are Afghan prisoners," said the official, who declined to be identified.

The tension between the Karzai administration and the United States over engaging the Taliban underscores the challenges of seeking a political settlement as the West prepares to withdraw most combat troops from the country by 2014.

Efforts to engage the insurgent group have faced a string of setbacks, the most recent being the assassination of the head of the peace council and former president, Burhanuddin Rabbani, in September at the hands of a suicide bomber who pretended to be a Taliban emissary.

HARDENING OF POSITIONS

It led to a hardening of positions with Karzai saying the government could not talk to suicide bombers and that there should be an address for the Taliban so that negotiators know they are talking to the right representatives.

"We are committed to the reconciliation process, the experience of the last 10 years shows no military solution is possible. Talking to the armed opposition is the key in this regard," said presidential spokesman Aimal Faizi.

White House spokeswoman Caitlin Hayden said the United States backed steps toward reconciliation that bring Afghans together and allow insurgents eschewing violence and abiding by the Afghan constitution to come off the battlefield.

"We will join initiatives that support Afghan-led reconciliation. Pakistan also has an important role to play in supporting the Afghan-led process," she said.

A State Department official added Washington will continue to work very closely with Kabul authorities to draw in Taliban fighters who break from al Qaeda terrorists and agree to respect the rights of Afghans, including women and ethnic minorities.

"We believe it is in the interests of both of our countries, as well as the region as whole, to work together to support a stable, secure, and prosperous Afghanistan inside a stable, secure, and prosperous region," the State Department official said, speaking on condition of anonymity.

The Afghan peace council, laying down the markers for engagement with the Taliban, said well known figures from both the Taliban and the government had to be involved in talks.

It said that "before any negotiations can take place, violence against Afghan people must stop and that the armed opposition must cut ties to al Qaeda and other terrorist groups".

It also said that the Taliban must accept the constitution and honor the gains made in the last 10 years since they were ousted from power, conditions that the Taliban have shown no sign of accepting.

The Taliban do not accept the constitution and have vowed to carry on fighting until all foreign troops have left the country.

The peace council said Pakistani support was necessary for talks to take place, another condition that makes the task harder because of fraught ties between the United States and Pakistan which fears it is being shut out of the process.

Opening a Taliban office in a third country is seen as a way to create distance from Pakistan which has longstanding ties to the insurgent group.

But the government official said he did not think the peace council had laid down such tough conditions that the talks would fail even before they started.

"We don't think it's a deal breaker. We are quite optimistic," he said.

That cartoon scary face ? wide eyes, ready to run ? may have helped our primate ancestors survive in a dangerous wild, according to the authors of an article published in Current Directions in Psychological Science, a journal of the Association for Psychological Science. The authors present a way that fear and other facial expressions might have evolved and then come to signal a person's feelings to the people around him.

The basic idea, according to Azim F. Shariff of the University of Oregon, is that the specific facial expressions associated with each particular emotion evolved for some reason. Shariff cowrote the paper with Jessica L. Tracy of the University of British Columbia. So fear helps respond to threat, and the squinched-up nose and mouth of disgust make it harder for you to inhale anything poisonous drifting on the breeze. The outthrust chest of pride increases both testosterone production and lung capacity so you're ready to take on anyone. Then, as social living became more important to the evolutionary success of certain species?most notably humans?the expressions evolved to serve a social role as well; so a happy face, for example, communicates a lack of threat and an ashamed face communicates your desire to appease.

The research is based in part on work from the last several decades showing that some emotional expressions are universal?even in remote areas with no exposure to Western media, people know what a scared face and a sad face look like, Shariff says. This type of evidence makes it unlikely that expressions were social constructs, invented in Western Europe, which then spread to the rest of the world.

And it's not just across cultures, but across species. "We seem to share a number of similar expressions, including pride, with chimpanzees and other apes," Shariff says. This suggests that the expressions appeared first in a common ancestor.

The theory that emotional facial expressions evolved as a physiological part of the response to a particular situation has been somewhat controversial in psychology; another article in the same issue of Current Directions in Psychological Science argues that the evidence on how emotions evolved is not conclusive.

Shariff and Tracy agree that more research is needed to support some of their claims, but that, "A lot of what we're proposing here would not be all that controversial to other biologists," Shariff says. "The specific concepts of 'exaptation' and 'ritualization' that we discuss are quite common when discussing the evolution of non-human animals." For example, some male birds bring a tiny morsel of food to a female bird as part of an elaborate courtship display. In that case, something that might once have been biologically relevant?sharing food with another bird?has evolved over time into a signal of his excellence as a potential mate. In the same way, Shariff says, facial expressions that started as part of the body's response to a situation may have evolved into a social signal.

Frustrated Jackson asks NFL about Suh's helmet removal

ALAMEDA -- Yes, Raider Nation, Hue Jackson is just as frustrated as you are with the record-pacing blizzard of yellow flags thrown at the Raiders this season.

In fact, the rookie coach also noticed Detroit's Ndamukong Suh removing his helmet immediately after he blocked Sebastian Janikowski's game-winning 65-yard field goal attempt on Sunday, which, according to the book, could have been called a penalty on the Lions, who escaped with the 28-27 victory.

"Yeah, I could tell you a couple things that happened prior to that, too, that didn't get called," Jackson said. "I'm not surprised anymore. Not that I'm -- I think you guys know I'm not bashing the officials. I'm not saying that.

"There's all kinds of things that I think through?and people give you the blank stare, like, 'What are you talking about? Where did that come from?' But that's part of it, too. You?ll learn as you continue to move forward and get better through all those things. But that being said, we all have to get better."

Had Suh been flagged for removing his helmet on the field, a 15-yard penalty would have been assessed and don't you think the Raiders would have liked Janikowski's chances from 50 yards?

Jackson said he addressed the league, not only on Suh's helmet removal, but on several instances. Jackson famously questioned the referees following Oakland's victory at Minnesota on Nov. 20.

"Oh yeah, that?s what I'm saying," Jackson said. "I brought all those things up, but at the end of the day the game's over. Like I told you, we get all these reports back. If I showed you guys the reports we get back, maybe people wouldn't be so pissed about all the penalties we do get. Maybe people would understand that maybe some of those things?should have been called the other way."

Asked if he would show those reports, Jackson laughed and said reporters were "still going to write what you write. I respect that."

With league-leading figures in penalties (140) and penalty yardage (1,202), the Raiders are on pace for 160 penalties for 1,374 yards, which would eclipse the 158 penalties for 1,304 yards committed by the 1998 Kansas City Chiefs.

"We're not going to cry sour grapes," Jackson said. "When we get good enough, as I keep saying, that won't be the issue for this football team. But I don't tell our players what I just said. I never would because it's not about that. At the end of the day we got called, and we've got to make sure we put ourselves in position where we don't get called."

Specifically, though, about that Suh-helmet issue, replays showed the helmet coming off at almost the exact moment the clock struck zero. At least, that's what Jackson was told.

"Yeah, the game was over," Jackson said. "They had blown end of regulation. So it's like going to shake somebody's hand. But it looked like it was close. You think there was a block, he was running down the field, take your helmet off. It was inconclusive as they say. That's the way it goes."

Chryst New Pitt Football Coach

(NewsCore) - Pittsburgh named Wisconsin offensive coordinator Paul Chryst as its new head football coach, a week after the sudden departure of Todd Graham to Arizona State.

Multiple outlets reported that the 46-year-old Chryst had accepted the position Wednesday night.

"We are extremely pleased to welcome Coach Chryst and his family to Pittsburgh," athletic director Steve Pederson said in a statement.

"His remarkable success at Wisconsin is well documented in the form of Big Ten championships and All-America performances. But beyond his achievements on the football field, we believed it was important to find a leader who gets the very best from his players while also developing the kind of culture that fits the University of Pittsburgh."

Chryst, who is in his seventh season with the Badgers, had been one of three candidates for the Pitt position, along with Florida International's Mario Cristobal and Ohio State's Luke Fickell, FOX Sports Wisconsin reported.

Initial reports earlier in the week indicated that Cristobal was the leading candidate for the job. According to Pittsburgh newspapers, however, officials at Pitt were concerned that Cristobal was not a long-term solution at the school, shifting the focus back to Chryst.

"My family and I greatly appreciate the opportunity to join the University of Pittsburgh," Chryst said. "Pitt and Pittsburgh are absolutely the right fit for us, and we're looking forward to getting immersed in our new hometown."

The vacancy at Pitt was created Dec. 14 when Graham unexpectedly left the school after just one season to become coach at Arizona State, leaving school officials scrambling for a coach.

Chryst served as the Badgers' tight ends coach in 2002 before taking over as offensive coordinator and quarterbacks coach at Oregon State for two seasons. He returned to Wisconsin in 2005 to serve as offensive coordinator and quarterbacks coach.

Wisconsin ranked fifth in the country in scoring offense last season, averaging 41.5 points per game. This season, the Badgers rank fourth in scoring offense, averaging 44.6 points.

Wisconsin football coach Bret Bielema had said previously that Chryst would still coach the team in the Rose Bowl against Oregon on Jan. 2 if he accepted another job.

St. Paul firefighter Rodney Edwards, 'Mayor of Frogtown,' retires after 31 years

After 31 years of protecting the city where he grew up, the "Mayor of Frogtown" has retired from the St. Paul Fire Department.

Rodney Edwards was raised in the neighborhood he spent the past two decades protecting. When his father died, he said he learned about it when a call came into Fire Station No. 18. He sometimes knew the parents of young victims when his crew was called to a shooting involving them.

"That's the nature of this job," Edwards, 58, said. "You never know who you're going to run into, who you're going to help. I was glad to be there for them."

Edwards spent about 20 years at Fire Station No. 18, 681 W. University Ave. There, he and his colleagues prided themselves on being the first to arrive on a call, he said. There's a saying on the back of Ladder 18 that if you can read the sign, you're "second in," Edwards said.

Every spring through fall, when Edwards sat with his crew outside after dinner at the station, people walking or driving by would yell out his name, said fellow firefighter Tom Henry, who spent 11 years on the same crew as Edwards.

"It was fun to drive down the street, and you could not get from Dale Street to Lexington (Avenue) without getting three people to yell out at him and wave at him," Henry said.

Prior to becoming a firefighter, Edwards worked maintenance at nursing homes, he said. The father of three, who also helped raise a nephew, wanted a career change and had contemplated becoming a nurse until he learned

about training for upcoming firefighter tests. In 1978, he took and passed the physical and written tests, he said. In 1980, he joined the ranks.

"I'm a caregiver," he said. "I've always liked helping people"

He was a firefighter until 1992, when he was promoted to fire equipment operator.

Edwards earned four lifesaving awards during his time with the department, said St. Paul Fire Chief Tim Butler. He "epitomized what we do, who we are, what we stand for," he said.

In 1992, Edwards was among a group of black St. Paul firefighters who sued the city and its then chief over alleged racial harassment and discrimination in the department.

"The lawsuit...it brought about change," Edwards said.

Of the department's 433 fire suppression staff members, 33 are African-American, said St. Paul Fire Marshal Steve Zaccard.

Edwards said he would like to see more African-American firefighters in St. Paul.

Edwards first thought about retiring two years ago, after he fell from a ladder that had given way, noting it wasn't the determining factor in his decision. He bounced back like a "Slinky."

"Firefighting is dangerous, no matter what your job is," Edwards said. "I wanted to go out with good health."

His colleagues called him Humpty Dumpty after the incident, Henry said.

Because Edwards was always concerned for the safety of his crew, he went above and beyond, he said. It's not typical of fire equipment operators to climb up and down ladders, tools in hand, as Edwards did that day, he said.

"Other drivers don't do that," he said.

Jump in housing starts points to recovery (Reuters)

WASHINGTON (Reuters) ? Housing starts and building permits jumped to a 1-1/2 year high in November as demand for rental apartments rose, suggesting the housing market was entering a tentative recovery.

Tuesday's data, which also showed gains in groundbreaking for single-family homes, was the latest sign of a quickening of an economic recovery that still faces risks both at home and abroad.

"Investors should take heart that if Europe doesn't melt down and Congress figures out how to extend the payroll tax cut, the economy can continue to gain momentum," said Joel Naroff, chief economist at Naroff Economic Advisors in Holland, Pennsylvania.

Housing starts surged 9.3 percent to a seasonally adjusted annual rate of 685,000 units, the highest level since April last year, the Commerce Department said. Economists had forecast a 635,000-unit rate.

New permits for future construction increased 5.7 percent to a 681,000-unit pace in November, the highest since March 2010. That was also above expectations.

Stocks on Wall Street climbed sharply on the housing data and a drop in Spain's borrowing costs, with major indexes up more than 2 percent at midday.

Treasury debt prices fell as investors' risk appetite increased, while the dollar was weak across the board.

The data also boosted shares of U.S. homebuilders, including KB Home, Pulte Group Inc and Lennar, which rose more sharply than the broader market.

The U.S. economy is showing resilience even as much of the rest of the world is slowing down, with a festering debt crisis expected to push the euro zone into recession.

There was some positive news for embattled Europe on Tuesday as data showed German business sentiment rose for a second straight month in December.

Apart from the euro zone debt crisis, the U.S. economy also faces the threat of tighter fiscal policy as lawmakers bicker over the extension of a payroll tax cut that expires at the end of the month.

The Republican-led House of Representatives was set on Tuesday to reject a bill passed by the Senate at the weekend to extend the payroll tax cut by another two months.

HOUSING ON CUSP OF RECOVERY

The rise in home building raised optimism that the sector, which has already become less of a drag on the economy, will add to U.S. gross domestic product next year. If so, it would be the first increase since 2005, before the housing bubble burst.

Residential construction, however, accounts for only about 2.5 percent of GDP, so any lift is likely to be small. But economists estimate that an additional 100,000 housing starts would add about 250,000 new jobs.

Home building has grown for two straight quarters. A report on Monday showed builder optimism scaled a 1-1/2 year high in December, and data later this week is expected to show increases in sales of both previously owned and new homes.

But a full recovery for the sector, which triggered the 2007-09 recession, is likely years away given a glut of unsold homes, weak prices, high unemployment and tight credit. Housing starts remain less than a third of the 2.27 million rate peak reached in January 2006.

"It will still take two to three years to work off the excess inventory and housing prices will remain under pressure through the first half of 2012," said Eric Green, chief U.S. economist at TD Securities in New York.

"However, residential activity is now in an upswing (and) will contribute modestly to GDP growth in 2012," he said. "While this will not drive the recovery, every little bit helps when growth is trending around 2 percent."

Last month, starts of multi-family homes surged 25.3 percent to a 238,000-unit rate, and groundbreaking for projects with five or more units hit the highest level since September 2008.

Single-family home construction -- which accounts for a much larger portion of the market -- rose 2.3 percent to a 447,000-unit pace.

Permits were boosted by a 13.9 percent jump in the multi-family segment. Permits for buildings with five or more units were the highest since October 2008. Permits to build single-family homes rose just 1.6 percent.

Egyptian troops charge protesters in pre-dawn raid (AP)

CAIRO ? Egyptian troops and riot police raided Cairo's Tahrir Square early on Tuesday in their latest attempt to evict protesters who want the ruling military to immediately step down, according to a field hospital doctor.

Ahmed Saad said a 15-year-old protester was in critical condition after suffering a gunshot wound in the attack.

The troops and police initially succeeded in chasing the protesters out of the square, but they returned a short time later using a different route. The security forces pulled out of the square following clashes in which each side pelted the other with rocks.

It was the second pre-dawn raid in as many days on the city's central square. It comes as Egypt's ruling generals are coming under mounting criticism at home and abroad over the excessive use of force by troops against unarmed protesters, including women, since the latest spate of violence broke out on Friday. At least 14 protesters have since been killed.

The military took power after an 18-day uprising forced longtime autocratic leader Hosni Mubarak to step down in February.

A member of the military council on Monday questioned the protesters' motives and morals and spoke of a conspiracy to "topple the state" by parties he did not identify. He also lashed out at the media, saying it was fomenting sedition.

Maj. Gen. Adel Emara also defended the use of force by troops, saying they had a duty to defend the state's institutions.

Iraq War: Last US Troops Leave Country

KHABARI CROSSING, Kuwait ? The last U.S. soldiers rolled out of Iraq across the border to neighboring Kuwait at daybreak Sunday, whooping, fist bumping and hugging each other in a burst of joy and relief. Their exit marked the end of a bitterly divisive war that raged for nearly nine years and left Iraq shattered, with troubling questions lingering over whether the Arab nation will remain a steadfast U.S. ally.

The mission cost nearly 4,500 American and well more than 100,000 Iraqi lives and $800 billion from the U.S. Treasury. The question of whether it was worth it all is yet unanswered.

Capt. Mark Askew, a 28-year-old from Tampa, Florida who was among the last soldiers to leave, said the answer to that question will depend on what type of country and government Iraq ends up with years from now, whether they are democratic, respect human rights and are considered an American ally.

"It depends on what Iraq does after we leave," he said, speaking ahead of the exit. "I don't expect them to turn into South Korea or Japan overnight."

The war that began in a blaze of aerial bombardment meant to shock and awe the dictator Saddam Hussein and his loyalists ended quietly and with minimal fanfare.

U.S. officials acknowledged the cost in blood and dollars was high, but tried to paint a picture of victory ? for both the troops and the Iraqi people now freed of a dictator and on a path to democracy. But gnawing questions remain: Will Iraqis be able to forge their new government amid the still stubborn sectarian clashes. And will Iraq be able to defend itself and remain independent in a region fraught with turmoil and still steeped in insurgent threats.

Many Iraqis, however, are nervous and uncertain about the future. Their relief at the end of Saddam, who was hanged on the last day of 2006, was tempered by a long and vicious war that was launched to find nonexistent weapons of mass destruction and nearly plunged the nation into full-scale sectarian civil war.

Some criticized the Americans for leaving behind a destroyed country with thousands of widows and orphans, a people deeply divided along sectarian lines and without rebuilding the devastated infrastructure.

Some Iraqis celebrated the exit of what they called American occupiers, neither invited nor welcome in a proud country.

Others said that while grateful for U.S. help ousting Saddam, the war went on too long. A majority of Americans would agree, according to opinion polls.

The low-key exit stood in sharp contrast to the high octane start of the war, which began before dawn on March 20, 2003, with an airstrike in southern Baghdad where Saddam was believed to be hiding. U.S. and allied ground forces then stormed across the featureless Kuwaiti desert, accompanied by reporters, photographers and television crews embedded with the troops.

The final few thousand U.S. troops left Iraq in orderly caravans and tightly scheduled flights. They left at night in hopes it would be more secure and got out in time for at least some of the troops to join families at home for the Christmas holidays.

The last convoy of MRAPs, heavily armored personnel carriers, arrived in Kuwait around 7:30 a.m. local time (0430GMT) Sunday. Soldiers standing just inside the crossing on the Kuwaiti side of the border waved and snapped photos as the final trucks crossed over.

Spc. Brittany Hampton, 21, was among the last soldiers to leave. "Awesome. It is awesome. I am very proud of it," she said.

The final troops completed the massive logistical challenge of shuttering hundreds of bases and combat outposts, and methodically moving more than 50,000 U.S. troops and their equipment out of Iraq over the last year ? while still conducting training, security assistance and counterterrorism battles.

As of Thursday, there were two U.S. bases and less than 4,000 U.S. troops in Iraq ? a dramatic drop from the roughly 500 military installations and as many as 170,000 troops during the surge ordered by President George W. Bush in 2007, when violence and raging sectarianism gripped the country. All U.S. troops were slated to be out of Iraq by the end of the year, but officials are likely to meet that goal a bit before then.

The total U.S. departure is a bit earlier than initially planned, and military leaders worry that it is a bit premature for the still maturing Iraqi security forces, who face continuing struggles to develop the logistics, air operations, surveillance and intelligence-sharing capabilities they will need in what has long been a difficult region.

Despite President Barack Obama's earlier contention that all American troops would be home for Christmas, at least 4,000 forces will remain in Kuwait for some months. The troops will be able to help finalize the move out of Iraq, but could also be used as a quick reaction force if needed.

Obama stopped short of calling the U.S. effort in Iraq a victory in an interview taped Thursday with ABC News' Barbara Walters.

"I would describe our troops as having succeeded in the mission of giving to the Iraqis their country in a way that gives them a chance for a successful future," Obama said.

The Iraq Body Count website says more than 100,000 Iraqis have been killed since the U.S. invasion. The vast majority were civilians.

The U.S. plans to keep a robust diplomatic presence in Iraq, foster a deep and lasting relationship with the nation and maintain a strong military force in the region.

U.S. officials were unable to reach an agreement with the Iraqis on legal issues and troop immunity that would have allowed a small training and counterterrorism force to remain. U.S. defense officials said they expect there will be no movement on that issue until sometime next year.

Obama met in Washington with Iraqi Prime Minister Nouri al-Maliki last week, vowing to remain committed to Iraq as the two countries struggle to define their new relationship. Ending the war was an early goal of the Obama administration, and Thursday's ceremony will allow the president to fulfill a crucial campaign promise during a politically opportune time. The 2012 presidential race is roiling and Republicans are in a ferocious battle to determine who will face off against Obama in the election.
