Strong European support for Palestinian statehood move
UNITED NATIONS (Reuters) - A Palestinian bid for indirect U.N. recognition of statehood received vows of support from more than a dozen European nations as of Wednesday, and diplomats said this backing may deter Israel from harsh retaliation against the Palestinian Authority for seeking to upgrade its U.N. status.
A Palestinian resolution on Thursday that would change its U.N. observer status from an "entity" to a "non-member state," implicitly recognizing the sovereign state of Palestine, is expected to pass easily in the 193-nation U.N. General Assembly. But Israel, the United States and a handful of other members of are expected to vote against it.
Palestinian President Mahmoud Abbas has been leading the campaign to win support for the resolution, and some European governments have offered him their support after an eight-day conflict this month between Israel and Islamists in the Gaza Strip, who are pledged to Israel's destruction and oppose his efforts towards a negotiated peace.
The U.S. State Department said Deputy Secretary of State Bill Burns and U.S. Mideast peace envoy David Hale traveled to New York on Wednesday in a last-ditch effort to get Abbas to reconsider.
"We've been clear, we've been consistent with the Palestinians, that we oppose observer state status in the General Assembly and this resolution," State Department spokeswoman Victoria Nuland said.
She repeated U.S. warnings that the move could hit U.S. economic support for the Palestinians. The Israelis have also warned that they might take deductions out of monthly transfers of duties that Israel collects on the Palestinians' behalf.
The United States and Israel say the only genuine route to statehood is at the negotiating table, through a peace accord hammered out in direct talks with Israel.
Granting Palestinians the title of "non-member observer state" falls short of full U.N. membership - something the Palestinians tried but failed to achieve last year. But it would allow them access to the International Criminal Court and some other international bodies, should they choose to join them. The Vatican numbers among the U.N.'s non-member states.
Hanan Ashrawi, a top Palestinian Liberation Organization (PLO) official, told a news conference in Ramallah that "the Palestinians can't be blackmailed all the time with money."
"Some rights aren't for sale," Ashrawi said. "If Israel wants to destabilize the whole region, it can. We are talking to the Arab World about their support if Israel responds with financial measures, and the EU has indicated they will not stop their support to us."
ISRAELI RETALIATION MIGHT BE MODERATE
As there is little doubt about how the United States will vote when the Palestinian resolution to upgrade its U.N. status is put to a vote sometime after 3 p.m. EST (2000 GMT) on Thursday, the Palestinian Authority has been concentrating its efforts on lobbying wealthy European states, diplomats say.
With strong support from the developing world that make up the majority of U.N. members, the Palestinian resolution is virtually assured of securing more than the requisite simple majority. But Abbas has been trying to amass as many European yes votes as possible.
"A strong showing in Europe will emphasize to Israel and the United States that the Palestinian Authority is widely seen legitimate," a Western envoy said on condition of anonymity. "It may also give Israel second thoughts about trying to bankrupt the Palestinians for something that is really symbolic."
One senior Western diplomat predicted that at least 120-130 countries would vote for the Palestinian resolution.
As of Wednesday afternoon Austria, Denmark, Norway, Finland, France, Greece, Iceland, Ireland, Luxembourg, Malta, Portugal, Spain and Switzerland had all pledged to support the Palestinian resolution. Britain said it was prepared to vote yes, but only if the Palestinians fulfilled certain conditions.
Ashrawi said the positive responses from European states were encouraging and sent a message of hope to all Palestinians.
"This constitutes a historical turning point and opportunity for the world to rectify a grave historical injustice that the Palestinians have undergone since the creation of the state of Israel in 1948," she said.
A strong backing from European nations could make it awkward for Israel to implement harsh retaliatory measures. Diplomats say that Israel seems hesitant to take strong action against Abbas as it would antagonize Western European countries.
But Israel's reaction might not be so measured if the Palestinians seek ICC action against Israel on charges of war crimes, crimes against humanity or other crimes the court would have jurisdiction over.
It also seems wary of weakening the Western-backed Abbas, especially after the political boost rival Hamas received from recent solidarity visits to Gaza by top officials from Egypt, Qatar and Tunisia.
Hamas militants, who control Gaza and have had icy relations with the Palestinian Authority in the West Bank, unexpectedly offered Abbas their support earlier this week.
STALLED PEACE TALKS
No European nations announced they would vote against the non-member state move, though several U.N. diplomats said privately that the Czech Republic and Netherlands might be among those that cast no votes. Neither has announced an official position.
Germany said it could not support the Palestinian move though it was not clear if it would abstain, like Estonia and Lithuania, or vote against it.
Europe's undecided countries included European Union members Belgium, Bulgaria, Hungary, Italy, Latvia, Poland, Romania, Slovakia and Sweden. Several EU members said they were hoping the 27-nation EU would reach a common position on the Palestinian move, though U.N. diplomats said that EU unity was an impossibility.
Peace talks have been stalled for two years, mainly over the issue of Israeli settlements in the West Bank, which have expanded despite being deemed illegal by most of the world.
In their draft resolution, the Palestinians have pledged to relaunch the peace process immediately following the U.N. vote.
Britain said it would be willing to support the Palestinian move on Thursday if two conditions were met.
"The first is that the Palestinian Authority should indicate a clear commitment to return immediately to negotiations without preconditions," Foreign Seretary William Hague told parliament.
"The second assurance relates to membership of other specialized U.N. agencies and action in the International Criminal Court," he added.
Rights groups said that stance contradicted Britain's stated commitment to accountability for serious crimes.
Israel and the United States have mooted withholding aid and tax revenue that the Palestinian government in the West Bank needs to survive. Israeli Foreign Minister Avigdor Lieberman has also viewed options that include bringing down Abbas.

Business Travel Coalition welcomes US hidden fees crackdown ...
The Business Travel Coalition has welcomed a crackdown by US competition authorities on hidden fees, or ?drip pricing?, imposed on hotel guests.
It is calling for similar action against airline ancillary fees and has launched a petition in an effort to get action from the White House.
The US Federal Trade Commission sent warning letters to 22 hotel groups over mandatory extra fees which can be as high as $30 a night.
It conducted a review of online hotel booking websites and found in many cases that ?total prices? often only includes the room rate and taxes.
?These practises violate the law by misrepresenting the price consumers can expect to pay for their hotel rooms,? the FTC letter says.
?We believe that online hotel reservation sites should include in the quoted total price any unavoidable and mandatory fees, such as resort fees, that consumers will be charged to stay at the hotel.
?While a hotel reservation site may breakdown the components of the reservation estimate (e.g., room rate, estimated taxes, and any mandatory, unavoidable fees), the most prominent figure for consumers should be the total inclusive estimate.?
The FTC?s letter says: ?One common complaint consumers raised involved mandatory fees hotels charge for amenities such as newspapers, use of onsite exercise or pool facilities, or internet access, sometimes referred to as ?resort fees?.
?Specifically, consumers complained that they did not know that they would be required to pay resort fees in addition to the quoted hotel room rate.
?Several stated that they only learned of the fees after they arrived at the hotel, long after making a reservation at what they believed to be the total room price.
?Others paid for the reservation in advance, and only found out after they arrived at the hotel that they would have to pay additional mandatory fees.?
The Business Travel Coalition says similar hidden ancillary fees imposed by airlines ?represent an unfair and deceptive marketing practice? that is costing all air travellers dearly.
Chairman Kevin Mitchell said: ?BTC this week launched an official White House petition-campaign requesting that true air travel comparison-shopping be restored for consumers. The coalition has until December 25 to secure 25,000 signatures.
?If successful, then the White House is committed to formally reviewing this request and providing a public response.?
The US Department of Transportation must require airlines, via a rulemaking, to provide fee information to sales channels where they offer base fares so consumers can see, compare and buy the complete air travel product, added Mitchell.

Your Emails Are Too Long: Here's How to Fix Them
I recently received an email asking me a simple request. However, the email was three pages long. The whole message could have been three lines, but instead the author decided to write a short novella. Needless to say, I didn't read the whole thing. Nor did I respond. Are your emails going unread because they are too long?
Long Emails Don't Get Read
You may take email for granted. However, effective email communication is as much a skill as anything else. When used effectively, email can be a powerful tool. However, one of the top email inefficiencies is message length. One of the top reasons your email isn't getting read is because it is too long. Writing long emails doesn't mean you are getting more work done. As people are fighting to get their inbox to empty, the last thing they want to do is read a multi-page rambling email.
Keep Those Emails Short
Resist the urge to write long and drawn out messages. If you find yourself writing long responses, you probably should be having a conversation, not an email writing contest. The shorter and tighter your email messages, the better chance that they will be read, understood and acted upon.
Here are 10 Reasons That Your Emails Are Too Long
- You don't know what you are trying to say. It's like when someone calls you and says, "What's up?" Um, I don't know? you called me. Hold that email until you have something specific to say or ask.
- You don't know what you are talking about. This is similar to when people endlessly talk in meetings to cover up their lack of information. Writing more isn't going to cover up the fact that you are lacking knowledge. This practice occurs in many companies when individuals send emails to "appear" busy.
- Your signature is unnecessary. Your half-page signature doesn't need to be on all of your emails. Do you send emails with a 1 word response and then half of a page of signature? As well, please lose the attached graphic and cute quote.
- You are writing a book. Emails are not books. If there is additional information, attach supporting documents. If you are putting a large table in your email, you should stop and consider whether it should be in an attachment.
- You are spamming. This happens often in larger corporations. Employees feel the need to send each other lengthy updates of what they have been doing. And it's not just the remote employees. I used to get multi-page updates from a guy down the hall on his daily activities. Not needed.
- You are rambling. Don't write a 2-page email to ask a 1-line question. Be direct. Thanks.
- You are forwarding a mess. Instead of taking the time explain, you just forward your email stream. Ever get one of those, "See below..!" messages. Um, I don't want to read the 45 page back-and-forth that you participated in.
- It shouldn't be an email. Don't send an email when it should be a meeting. Or a phone call. Sometimes email isn't the right medium for your message. If it is taking more than a few lines to explain, then go talk to the person you need to communicate with.
- It should be multiple emails. Here is a good one. One boss combines all of the team items into one email. You may think this is an attempt at efficiency, however combining multiple emails into one doesn't work for everyone involved. And it creates great aftermath when people "Reply All."
- You don't edit your emails. After you write an email, you should edit it before sending. Besides the obvious spelling and grammatical errors, you should be editing for content, meaning, and conciseness. Another good thumb-rule: the number of times you should re-read an email before sending is equal to the number of people you are sending it to. (And yes, this rule scales.)
Make Sure Your Email Gets to the Point
In today's high-speed communication, no one wants to read overly long email messages. If your emails are brief and to the point, your recipients will be more likely to get the point. Remember that short and sweet will beat the 3-page email every time.

Q: Why do I crave comfort food more in the winter?

Arafat grave dug up for probe of poison suspicion
RAMALLAH, West Bank (AP) ? Eight years after Yasser Arafat's mysterious death, his political heirs opened his grave Tuesday and let forensics experts take samples from his remains, defying strong cultural taboos in search of evidence that the icon of Palestinian nationalism was poisoned.
Palestinians have claimed for years that Israel poisoned Arafat, who died in a French hospital. Israel has denied the charges.
The exhumation marked the end of months of procedural wrangling but only the beginning of the testing. Palestinian officials said it would take at least three months to get results, and even then, they might not be conclusive.
Workers opened Arafat's tomb before daybreak Tuesday, laying bare the remains some four meters (13 feet) below ground level, the Palestinian health minister said. A Palestinian forensics examiner took some 20 samples and handed them to Swiss, French and Russian experts, officials said.
Huge sheets of blue tarpaulin draped over Arafat's mausoleum hid the scene from view, part of an attempt by Palestinian officials to minimize any potential backlash against digging up the grave of Arafat, still widely revered in the Palestinian territories.
By midmorning, the grave was resealed, and Palestinian officials laid wreaths of flowers to signal Arafat's reburial.
The three teams will separately analyze the samples for possible poison, including polonium-210, a lethal radioactive substance first detected in elevated amounts on some of Arafat's clothing this summer.
Polonium disintegrates rapidly, and experts have cautioned that too much time may have passed since Arafat's death to reach a conclusive result.
Polonium was used in the 2006 killing of Alexander Litvinenko, a former KGB officer turned Russian government critic. Litvinenko blamed the Kremlin for poisoning him.
Israel has denied killing Arafat, but many Palestinians believe Israel's then-prime minister, Arafat nemesis Ariel Sharon, had means, motive and opportunity.
Former Sharon spokesman Raanan Gissin said Tuesday that such allegations are baseless and that Israel "had no reason" to kill Arafat, who in his final years lived under Israeli military siege in his walled West Bank compound.
Palestinians launched an investigation immediately after Arafat's death at a French military hospital but made no progress. The dormant probe got a jolt this summer when a Swiss lab found the polonium on Arafat belongings provided by his widow, Suha.
The initial discovery, part of an investigation by the Arab satellite TV station Al-Jazeera, was followed by wrangling between Mrs. Arafat, other relatives and Arafat's successor, Palestinian President Mahmoud Abbas. Mrs. Arafat wanted a quick exhumation, Abbas initially hesitated and Arafat nephew Nasser al-Kidwa said he opposed digging up the remains.
In the end, Abbas could not be seen as blocking a thorough investigation and, armed with blessings from Muslim religious leaders, authorized the exhumation.
Abbas was en route to the United Nations on Tuesday, giving him some distance from the proceedings right outside his office window.
Three different teams were present when the grave was opened Tuesday: one from the Swiss lab, one from France, where an official death inquiry was launched at the request of the widow, and one from Russia, responding to a call for help by Abbas.
Palestinian Health Minister Hani Abdeen told a news conference Tuesday that the remains were four meters (13 feet) below the ground.
Mrs. Arafat, estranged from most of the Palestinian leadership, followed the exhumation from her home in Malta, according to a local newspaper. Mrs. Arafat, who did not consent to an autopsy immediately after her husband's death, told The Times of Malta that her husband's death was the "most important mystery in the Middle East."
Arafat died a month after falling ill at his West Bank compound. The immediate cause of death was a stroke, but the underlying reasons remain unclear, leading to widespread belief in the Arab world that Israel poisoned him.
Medical files released by Palestinian investigators earlier this year portrayed Arafat as a robust 75-year-old whose sudden health crisis was initially blamed on viral gastroenteritis.
Arafat's downward spiral began Oct. 11, 2004, when he vomited after a late supper. His condition deteriorated and two weeks later he was flown to France where he died Nov. 11, 2004.
Dr. Bashir Abdullah, a physician on the Palestinian team of investigators, said Tuesday that Arafat's death "cannot be explained in the framework of disease, and therefore our explanation is that there must have been poisonous material."
Palestinian officials acknowledged Tuesday that they had a long road ahead and that the investigation could hit a dead end.
Tawfik Tirawi, the head of the Palestinian team, said the Palestinians would ask the International Criminal Court to investigate further if there is evidence of poisoning.
Later this week, Abbas is seeking U.N. recognition of "Palestine" as a non-member observer state, an upgrade that could give Palestinians access to the ICC.
Tirawi said previous calls by some high-ranking Israeli officials to get rid of Arafat were an indication that Israel was involved, adding, "we are looking for the evidence."
Former Sharon aides have argued that Israel had no reason to kill Arafat since it had already pushed him aside by confining him to his compound.
For decades, Arafat was the symbol of the Palestinians' struggle for an independent state.
After returning from exile to the Palestinian territories in 1994, as part of interim peace deals with Israel, he zigzagged between leading negotiations with Israel and condoning violence.
Arafat, along with two Israeli leaders, received the Nobel Peace Prize for his commitment to work toward peace with Israel.
He later presided over a violent Palestinian uprising against Israel's occupation of the West Bank, Gaza and east Jerusalem, the territories they seek for a state. As the uprising escalated, Israel confined him to his Ramallah compound.
Arafat also faced criticism at home, where some accused his political circle of corruption and the pocketing of large amounts of aid. But he remains a widely revered figure, and his portrait frequently appears in government offices and street posters.

The Associated Press Bans Homophobia

The Associated Press announced this week that its new stylebook would bar the use of the word homophobia in political or social contexts (along with Islamophobia and ethnic cleansing). AP Deputy Standards Editor Dave Minthorn told Politico that the term is ?just off the mark? and ?seems inaccurate??oddly amorphous phrases for a standards editor. ?We want to be precise and accurate and neutral in our phrasing,? he said.
If that?s true, let?s hope the AP doesn?t define ?political and social contexts? as broadly as it explains its style updates. Applying homophobia more precisely is a good idea, but banning it outright is a mistake.
The AP, whose guidelines set news industry standards, defines phobia as an ?irrational, uncontrollable fear, often a form of mental illness.? But the ?mental illness? part is surely too literal?no one accuses arachnophobes of needing an asylum. The term homophobia was first used in the 1960s when psychologists began to notice how vehement their own colleagues? reactions were to gay people?far more irrational, it seemed, than feelings around other outsider groups. ?They had no argument, just repugnance,? says George Weinberg, a clinical psychologist who popularized the term in a 1972 book and opposes the AP?s move to drop the word. ?They felt this way even about their own children. I realized this thing is deeply emotional and is based on fear.? As Weinberg and others used it, the term meant a dread or fear of close contact with gay people and a strong discomfort with homosexuality.
In those days, there was little tolerance for research on why people?s rationality broke down when it came to homosexuality. But we now know a lot more than we did then about anti-gay bias and the extent to which it is, in fact, rooted in irrational fear. Some of this knowledge has come simply because we?ve learned how seldom humans consult their rational brains about anything, especially sex. But this is particularly true not only when it comes to pleasure but also fear.
Neuroscientists have shown that the pathway of the brain?s fear response sidesteps the higher brain functions on its way to the fear-processing center. This helps explain a famous story in which a man entered a convenience store and instantly walked out, feeling fear but having no idea why; moments later a policeman entered the store and was shot. The two men had interrupted an armed robbery, but the lucky one who left in time had processed a threat in his brain?s fear center and made the snap decision to leave before his rational brain could even catch up.
In this case, it was the right decision. That?s because our brains have evolved to give us a fight-or-flight mechanism that often saves us from harm before our rational minds?which can be more helpful for long-range planning?do the job. But this same system can lead us astray. Fear instincts that may be rational in one instant or context are not perfectly attuned to others, and one result of irrational fear is bias. Research now suggests that instinctive responses of fear and disgust help explain prejudice, especially negative feelings about homosexuality, which can trigger people?s disgust sensitivities?also designed by evolution to keep us safe, in this case from dangers to our health.
Here?s how this works: People come to associate a particular group of outsiders with the things that trigger their primary disgust sensitivities?symbols of our mortality and animalism such as waste and various bodily fluids. This mental link gives rise to a layer of ?secondary disgust??beliefs, reinforced through a cultural narrative, that the group carries with it the same threats of danger and disease as do sources of primary disgust, like tainted blood or feces. This is why many of the same people want to keep both gays and immigrants at bay?they have a heightened fear of people they believe spend their time in distant or walled-off places mixing their dangerous fluids together and threatening to spread them to others with deadly force. Such a fear doesn?t have to be conscious to be this specific. Nor is it always wrong. American Indians were right to fear white settlers, whether or not they knew the precise nature of the threat. As it turned out, Europeans decimated Native Americans through a deadly combination of just what their brains probably feared most: murder, poaching, and the spread of disease.

Schapiro stepping down at SEC, Walter to step in
WASHINGTON (Reuters) - The head of the U.S. Securities and Exchange Commission, Mary Schapiro, will step down next month after a tumultuous four years spent rehabilitating the agency's battered reputation, handing the reins temporarily to a close ally.
SEC Commissioner Elisse Walter, a career regulator who has sided with Schapiro on most of the critical issues before the agency, was named chairman-designate and could serve until December 2013, buying time for President Barack Obama to win Senate approval for a long-term replacement.
Obama plans to nominate someone soon, a White House official said. Walter is among the candidates likely to be considered, as is Treasury official Mary Miller, who spent nearly three decades at T. Rowe Price and has been outspoken about the need to make money markets safer for investors.
The new SEC chair will need to finish Schapiro's task of resurrecting the agency's reputation, which was badly tarnished by the 2007-2009 financial crisis.
The SEC is considering money market reforms, additional market structure safeguards, and still needs to write a number of major rules dictated by the 2010 Dodd-Frank financial reform law, including a final version of the Volcker rule to ban banks from trading for their own accounts.
"Elisse has been viewed as being in tune with Mary Schapiro's agenda," said Barry Barbash, a former director of the SEC's division of investment management, now an asset management lawyer at Willkie Farr & Gallagher LLP in Washington. "If the idea is to keep the SEC running the way it's been running with the same policies, Elisse would seem an appropriate choice."
Speculation has swirled for months that Schapiro would leave soon after the November 6 presidential election.
Her departure leaves the commission split 2-2 between Democrats and Republicans, which could make it harder for the commission to come to agreement. Obama could move to appoint a fifth commissioner before naming a new chairman.
When Schapiro took over in 2009, the agency was under heavy fire for regulatory blindspots that critics said helped fuel the crisis. It was also lambasted for failing to catch now-convicted Ponzi schemer Bernard Madoff, whose fraud cost investors an estimated $65 billion.
In addition to shoring up the agency's name, Schapiro had to fight numerous other fires - from the 2010 "flash crash" that sent the Dow Jones industrial average tumbling 700 points within minutes to high-profile court losses.
"We've gotten a lot done, I'm really proud of where the agency is today, so it seemed like a good time," Schapiro said in an interview on Monday after announcing her departure.
UNFINISHED BUSINESS
Other possible replacements for Schapiro include Sallie Krawcheck, a former top executive at Bank of America and Citigroup, and Richard Ketchum, chairman of FINRA, Wall Street's self-funded regulator. SEC enforcement director Robert Khuzami, a Republican, is considered a long shot.
While Walter is also a possibility, she has already been at the SEC for more than four years and served as acting chairman before Schapiro's confirmation.
In many ways, Walter and Schapiro have been joined at the hip in their career experience and orientations. They both spent years as attorneys at the Commodity Futures Trading Commission and at the SEC, with stints in top positions at FINRA.
"She is a strong advocate of disclosure, of regulation and of consumer protection," former SEC Commissioner Edward Fleischman said of Walter.
SCHAPIRO's LEGACY
Schapiro's time at the SEC was marked by some controversy and her departure leaves uncertainty around major initiatives. But former SEC officials said Schapiro helped revive a moribund agency.
"I think she saved the SEC, which was close to extinction when she took over," former SEC Chairman Arthur Levitt told Reuters.
Schapiro said in the interview that steering the agency out of that period in its history was one of the highlights of her tenure there.
She streamlined the SEC enforcement process, hired new types of employees and created a new tips database and a whistleblower office. In the past two years, the agency logged a record number of enforcement actions and brought major financial crisis cases, including a record $550 million settlement in 2010 with Goldman Sachs.
It has also implemented reforms to protect markets against major swings caused by errant technology - as was the case with the flash crash.
"The SEC is stronger, and our financial system is safer and better able to serve the American people - thanks in large part to Mary's hard work," Obama said in a statement.
But the agency has also been bogged down with major rules the 2010 Dodd-Frank financial regulation law required it to write, many of which are still in process.
Business groups have challenged much of the SEC's recent rule-making efforts and won major battles, including convincing a federal appeals court to throw out the agency's "proxy access" rule, which would have empowered shareholders to nominate directors to corporate boards.
Schapiro did not say what she planned to do next.

An international team of scientists have observed the behaviour of various groups of cetaceans in the Strait of Gibraltar and Cape Breton in Canada belonging to the Globicephala melasspecies, which are also known as long-finned pilot whales. These results show that these whales use synchronised swimming when they identify the presence of an external threat.
There are 300 pilot whales inhabiting the Straight of Gibraltar. Here these cetaceans remain throughout the entire year in the water of the Mediterranean and the Atlantic. But, little is known about their social structure.
Headed by the University of Aberdeen (United Kingdom) in collaboration with the Do?ana Biological Station (CSIC) and Conservation, Information and Study on Cetaceans (CIRCE) group, the study analysed the patterns of association between individuals within this whale community. The aim was to provide a long-term vision of their social system.
"The important point is that we compared two different populations: one inhabiting the Strait of Gibraltar which is exposed to predators (boats in this case) and another with an ecotype where there are not so many boats (Cape Breton in Canada). The pilot whales are social species and we were interested in seeing how mothers teach their young, for example. We observed that they use synchronised swimming when in danger," as explained by Renaud de Stephanis, researcher of the Biological Station of Do?ana and coauthor of the study published in the journal Behavioural Processes.
Between 1999 and 2006 the scientists gathered samples in an area of 23,004 km in the Strait of Gibraltar and took 4,887 images of the dorsal fins of whales to compare them with those in Canada.

According to the researcher, these cetaceans also have a social structure formed by permanent partnerships. This means that they spend their life with the same whales and they do not interchange between different groups, as in the case of bottlenose dolphins.
Thanks to the study we now know that the presence of vessels also disturbs diving behaviour. "As such, when we began observing the whales up close, they tended to spend quite some time on the surface. However, the longer we spent nearby, the longer they stayed under water. This behavioural change could affect their energy levels, since they then have to make more of an effort to protect themselves and their young. In turn this limits hunting time, which means that they cannot feed their young properly," concludes the researcher.

To Fight Tick-Borne Disease, Someone Has To Catch Ticks

The University of Rhode Island researcher goes out of his way to find them.
He looks for deer ticks ? poppy seed-sized skin burrowers ? in the woods of southern Rhode Island. These are the teeny-tiny carriers of Lyme disease, an illness that can lead to symptoms ranging from nasty rashes to memory loss.
Mather's not having much trouble finding deer ticks. In fact, he just might be the best deer tick collector in the country. He caught 15,000 of them last year.
His success is a sign of a growing problem. Adult-sized deer ticks are thriving throughout much of the Northeast and parts of the Midwest.
Mather has a trim gray beard and a runner's build. He moves through the undergrowth with precision. He goes from one plant to another, sometimes plucking off ticks five at a time.
"You know. I can hold eight to 10 in my fingers and do it that way," Mather says. "If there is more than that, usually I will sort of touch the branch to my thigh and let the ticks crawl up on my leg, and then I have a couple seconds to pick them before they start walking away."
Mather doesn't have to go into the deep woods to find ticks. A lot of times, he's practically in people's wooded backyards.
"People would be incredulous if they only knew," he says.
But most people can't spot the ticks. They're tiny. Deer ticks tend to be a little smaller than dog ticks, and they're pretty good at blending in with their surroundings, too.
Mather has spent about 30 years studying deer ticks. When he started, he didn't know the organism would become the focus of his academic life ? or something that sends him into tick-infested areas for work.
"This wouldn't be the job that most people would want ? walking through the brush getting pricked and latched onto by ticks at the same time," Mather says, laughing. "I think it's great."
Just down the road from these woods is Mather's lab at the University of Rhode Island campus.
"When we bring the ticks back in from the field, we just keep them in the refrigerator," he says.
Probably half of the adult deer ticks he encountered in the woods carry some sort of pathogen like the bacterium that causes Lyme disease. And most of the ticks he collects this fall will be used for research. The Centers for Disease Control and Prevention reports that more than 24,000 people last year in the U.S. contracted Lyme disease.

Mather had Lyme disease ? once. He's fine now, but he knows plenty of people who didn't fare as well. That's one reason why he's gathering ticks to use for the development of effective vaccines to fight tick-borne diseases.
"I feel that research has to be done for a purpose," he says. "And the purpose is to protect people. In this case, protect people from being bitten and getting a disease, or several diseases."
And that's why Mather will venture back into the woods, whistling to himself as he collects thousands more ticks.

Gaza cleric calls violation of Israel truce sinful
GAZA CITY, Gaza Strip (AP) ? A leading Islamic cleric in the Gaza Strip has ruled it a sin to violate the recent cease-fire between Israel and the Hamas militant group that governs the Palestinian territory ? according a religious legitimacy to the truce and giving the Gaza government strong backing to enforce it.
The fatwa, or religious edict, was issued late Saturday by Suleiman al-Daya, a cleric respected by both ultra-conservative Salafis and Hamas. Salafi groups oppose political accommodations with Israel.
"Honoring the truce, which was sponsored by our Egyptian brethren, is the duty of each and every one of us. Violating it shall constitute a sin," the fatwa read.
The truce, which was struck Wednesday to bring an end to an eight-day Israeli offensive against Gaza militants who fired rockets into Israel, remains fragile, however, and details beyond the initial cease-fire have not yet been worked out. The fighting killed 169 Palestinians, including dozens of civilians, and six Israelis.
The spokesman for Gaza's Hamas government, Taher Nunu, told reporters Sunday that Hamas is committed to the truce.
"The government reaffirmed its blessing to the agreement sponsored by Cairo and emphasized that it will work to the internal Palestinian consensus and the supreme national interest," he said, following a government meeting.
Hamas demands that Israel and Egypt lift all restrictions on the movement of goods and people in and out of the Palestinian territory. The restrictions have been imposed since the Islamists seized the territory in 2007.
Israel has eased its full-fledged blockade in recent years, and some goods enter Gaza through smuggling tunnels under the border with Egypt. But Israel has continued to impose strict restrictions on exports and the import of construction materials, which has severely hampered the development of Gaza's battered economy.
Israel is expected to link a significant easing of the blockade to Hamas's willingness to stop smuggling weapons into Gaza and producing them there. A top Hamas official said Saturday that the group wouldn't stop arming itself, suggesting that talks on a new border deal would not go smoothly.
Nunu also told reporters that the offensive inflicted more than $1.2 billion in damage on the Gaza economy, including damage to buildings, infrastructure, agriculture and trade. Israel continues to restrict the inflow of building materials, but Nunu said that talks on lifting those limitations are to begin in meetings scheduled to start in Cairo on Monday.
The government in Gaza has no estimate yet on how long the reconstruction will take. Gaza only recently concluded rebuilding most of the buildings and infrastructure damaged during Israel's 2009 war in the territory.

Investing Lessons & Trading Rules - The Traders Journal

The stock market has always attracted a disproportionate number of
exceptional intellectuals and uniquely independent souls.? By their nature, they are reluctant to live
by the lessons of others and tend to be rule breakers instead of rule
keepers.? In his book Trading Rules: Strategies for Success,
William Eng talks about the learning curve for these investors.? As he says, ??the
smarter you are, the longer it takes to win.??
Economist Pierre Lemieux described self-enforcing lessons that are in each individual?s interest to obey.? For example, once more than 50% of car operators drive on the right side of the road in a particular area, more and more drivers will notice that adapting to this behavior reduces their risk of an accident.? Both the reluctant lesson learners and the rule breakers will soon realize that if you do otherwise, you will incur a very high cost.?
Similarly, the stock market also has vital survival lessons ?many so aptly articulated by Warren Buffett.? Buffett?s basket of fundamental lessons is the pillar of investment survival ? homilies such as spend wisely, focus on the long term, no one will care for your money as much as you do, and always sell losing stocks.? The Internet is chock full of these ?Buffettisms?.? If you don?t have these survival basics down pat, get on the Web and start trolling.? But rather than focus on stock market survival lessons, this blog instead concerns those self-imposed rules that are more often than not in one?s own interests.? Stock market trading rules fall into this camp because they are all about gaining control of your investor self and mastering stock market moves.?
While stock market lessons are the non-negotiable foundations of investment survival, trading rules provide the indispensable backbone necessary to achieve profits and stock market mastery.? I?ve written previously about how I utilize my pocket pads and daily journal to help fine-tune my trading rules.? I won?t revisit that material here, and I certainly can?t list all my rules.? What I will hope to do, however, is to encourage you to assemble and customize your own personal rules binder.? Think of it as your pathway to profits.? The following list of suggested trading rules is offered as a potential starter kit.
- Establish your risk and stop loss before you hit the buy key.
- If it?s worth trading, it?s worth writing it down. Keep a journal.
- Embrace the ?Law of Probabilities? and execute your system with consistency.
- Embrace technology and take it with you to track positions when you travel.
- Investing is a competition.? Bring your ?A? game mindset to the table every day.
- Yesterday?s state of mind doesn?t matter.? The only thing that matters is today, here and now.
- Listen to the market.? Focus on what the market is telling you, and don?t concern yourself with trying to figure out why it?s happening.
- Every trade should yield a key takeaway lesson.
- Stay true to your methodology and your system, not your emotions.
- Be brutally honest about your personal ?enemies within? and deal with them. Know yourself.
- Procrastination and denial have no place in a trader?s tool kit.
- Do not trade when you are discombobulated or out of equilibrium.
- Don?t focus on the dollars.? Focus instead on the execution of your trading methodology.
- Devise both a bullish and a bearish scenario for your equity when the market is closed.
- Never give back more than 50% of your profits on an equity.
- Selling is a solo inner struggle.? Don?t look for company.
- Never lose sight of your money management routines.
Remember, stock market mastery is about lessons and rules, discipline and emotions, more so than about absolute intelligence.
